In 1995, the Singapore Government decided to restructure the electricity industry to make it a fully competitive market. In the same year electricity and gas undertakings of the PUB were corporatised. Singapore Power was formed as a holding company with five separate subsidiaries. Two generation companies: Power Seraya and Power Senoko, a transmission and distribution company, PowerGrid Ltd, a supply company, PowerSupply Ltd and a piped-gas company, PowerGas Ltd. A separate wholly owned subsidiary of Temasek Holdings was set up to take charge of the newly created Tuas Power Ltd which then competed against Power Senoko and Power Seraya. The PUB was restructured to be the industry regulator and a spot market was set up.
Singapore Power will transfer its generation companies to Temasek Holdings on 1 April 2001, who will subsequently divest Power Seraya, Power Senoko and Tuas Power. There will be no foreign ownership limit, but a cap will be imposed on the cross holding of generation companies to ensure that there is no excessive build up of market power by any individual player.
