In June 1992, the Library 2000 Review Committee undertook a review of library services. The Committee was asked to formulate a master plan for developing library services over the next 10 years. The Committee was asked to determine how IT could be fully exploited to let libraries play a greater role in an emerging information society. Close attention was paid to the following:

  • Establishing Singapore as an international information hub;
  • Preserving and promoting Singapore's literary heritage;
  • Providing for education, knowledge and research;
  • And promoting a well-read and well-informed society.

The Committee announced its findings and recommendations in the report on 5 March 1994.  And it came up with the 6 (six) strategic thrusts and three key enablers were drawn up to transform the role of libraries to support the nation in achieving its vision.

  1. An Adaptive Public Library System
  2. A Network of Borderless Libraries
  3. A Coordinated National Collection Strategy
  4. Quality Service Through Market Orientation
  5. Symbiotic Linkages With Business And Community
  6. A Global Knowledge Arbitrage

The National Library Board (NLB) was established on 1 September 1995, to spearhead the transformation of library services in Singapore in the Information Age. Its mission is to expand the learning capacity of the nation so as to enhance national competitiveness and to promote a gracious society.
